Roque wants to improve PH DNA testing facilities

UniTeam senatorial candidate Harry Roque wants to improve the country’s deoxyribonucleic acid (DNA) facilities due to the increasing demand for DNA analysis for identity testing in mass fatalities, casework, and research.

Roque, author of House Bill No. 5983 or the DNA Capacity Enhancement Act of 2015 when he was a congressman, vowed to refile the measure in the Senate if elected.

He said the DNA-testing facilities or laboratories should be improved because of the increasing demand for DNA analysis both from the government and private sector.

“Noticeably, despite our growing reliance on DNA analysis, there is a dearth of DNA legislation in the country,” Roque said.

The human rights lawyer said that DNA Analysis is the most powerful tool for identity testing, especially in casework and victim identification in mass fatalities and crime.

“The value of DNA analysis in casework has been proven particularly in disputed parentage cases, post-conviction DNA testing, and crime scene investigations including the search for missing persons,” he said.

Under the bill, any part of funds received from a grant made under the proposed law shall be used strictly to develop or improve government-funded DNA testing facilities in the country.

It added that any DNA-testing facility that receives funding under this Act might not use more than 10 percent of such funds for administrative expenses.

Roque further said that the State must support the capacity enhancement of DNA facilities in the country. Capacity enhancement includes improving DNA laboratories’ infrastructure and analytical capabilities to process DNA samples efficiently.
